Born in Nakhichevan, Azerbaijan, in 1933, shortly after Akhundova moved to Baku with her family. There, she studied at Azerbaijan Polytechnic Institute, graduating in 1957. Between then and 1990, she worked at AzerDovlatLayiha, rising to project head and the head of the workshop for architectural planning. Akhundova received the Prize of the Council of Ministers of the USSR in 1978 and was honored as a distinguished architect of Azerbaijan in 1982.
She often worked in collaboration with the renowned architect Mikayil Useynov, with whom she designed hotels Absheron (1965), Azerbaijan (1969), and Moscow (1977), the Main Post Office (1967-1980), and apartment buildings on Lenin (Freedom) square in Baku.
Between 1990 and 2003, Akhundova was engaged with historic preservation, restoring the building of Ataturk cultural center in Baku, a school in Lankaran, Azerbaijan, and the Azerbaijan Embassy in Ukraine.
