Neringa Dičiuvienė was born on 15 April 1931 in Ukmergė – a city in eastern Lithuania. She began studying architecture at the Kaunas Polytechnic Institute in 1949 and graduated in 1955. A year later, she began her career as an architect and urban planner at the Kaunas branch of the Institute of Urban Planning (MSPI). Together with her colleagues, she designed several residential districts in the city. Among them was the development of a large-scale project for the Taika residential district in 1964. They improved the cityscape by renewing the shore of the Lėvens Lagoon in 1983. She also participated in the preparation of the general plan concept of the nearby resort of Druskininkai in 1997.
She has been active in academia since 1969. She taught as a lecturer at her former institute and from 1971 at the Vilnius Institute of Civil Engineering in the department close to her past employment – settlement planning and management. Dičiuvienė wrote articles on the problems of urban development in Lithuania and lectured on methodology and issues in settlement development. In 1975 Dičiuvienė was recognised with the title of professor. From 1969 to 1987, she educated students of architecture and urban planning.
