Seyidova was born into the family of prominent Azerbaijani politician Mir Hidayət bəy Seyidov (1887-1919). She was married to Huseyn Abbasguliyev, a member of the Central Committee of the Communist Party of Azerbaijan. During the second world war, Seyidova was the head of Bakproekt and subsequently of the Architecture and Design Department of the Baku City Council. In 1957-1967, Seyidova was a head of a design workshop at Bakproekt. In this position, she headed the work on design and construction of microdistricts in Montino and Nagornoe plateau, and oversaw the development of central Lenin (Freedom) and Soviet (Nariman Narimanov) streets in Baku, Tourist hotel, a school, a hospital, a cinema hall, and other buildings. From 1967 on, she was a long-term head of BakiDovlatLayiha.
