Born in Kazakhstan in a Kazakh family, Jakipova graduated from Leningrad Institute of Engineering and Construction in 1963.
Since 1958, she worked at Kazgiprotorg, an institute that specialized in commercial buildings. There, she participated in such projects as the extension of the Central Department Store (TsUM, 1969); the development of Lenin (today, Doskyk) prospect (1970); the design of three interconnected residential 12-storey buildings on Dostyk street, known as “the three giants,” in Almaty (1970; with B. Churlyaev, Albina Petrova, and Anatoly Petrov), and of the Textile House (textile store) all in Almaty.
In 1968, Jakipova moved to Kazgorstroyproekt, where she remained until 1990, rising to the head project architect. There, she worked on a number of landmark projects, including the celebrated building of the Palace of Culture of Almaty Cotton Factory (with Zauresh Mustafina and Albina Petrova, 1981; today the Natalya Sats Children Theater), which brought its all-women designer team the titles of “distinguished architects of Kazakh Soviet Socialist Republic in 1982. Her other projects from this time included the building of the National Bank of Kazakhstan, the reconstruction of the Pushkin National Library (today, the National Library of Kazakhstan, 1970), the project for a new building of the Planning Commission of Kazakhstan, the reconstruction of the Government Building in Almaty, and the State Museum of the Republic of Kazakhstan (with Yuri Ratushny, Zauresh Mustafina, and B. Rzgaliev).
Between 1990 and 1997, Jakipova was responsible for international collaborations at the Kazakhstan Union of Architects, initiating the inclusion of the Union of Architects of Kazakhstan into the International Union of Architects. In the 2000s, Jakipova practiced architecture in independent offices, designing a mosque in Tausamal village and a women’s madrasa in Saraagash, both near Almaty (both constructed), residential and other buildings. She has also taught architecture at Satbayev University in Almaty.
