Msryan-Oksuzyan was born in Alexandropol, Armenia, in 1914. Having graduated as a civil engineer in 1938 from Yerevan Polytechnic Institute in construction engineering, she was among the members of the Union of Architects of Armenia since 1943. After ten years as a master builder and head of the Department of Planning and Development of the cities at Gosstroy of the Armenian SSR since 1960, she taught at the Tamanyan Construction College until 1980.
Among her most famous works is the reconstruction in of the house-museum of Avetik Isahakyan (Дом музей Ав. Исаакяана) in 1963. In addition, Msryan participated in several plannings for residential buildings and villas in Yerevan.
Designing and improving parks, as well as other landscape planning, were an important part of her activity. She took part in larger projects, such as the general plan of the resort of Yermuk (1945)(Генплан курорта Джермук) or the general plan “Great Yerevan” (1951) (Участие в разработке генплана “Большой Ереван”). Through her work Msryan was awarded a certificate of honor by the Supreme Presidium of the Armenian SSR (1945)(Почетная грамота Президиума Верховного Совета Арм.ССР).
Besides her architectural and planning works, she also published a book entitled “Greening of Garden Plots” (Книга “Озеленение садовых участков”) (Yerevan, 1950).
